HOMEOWNERS GUIDE AND HOA INFORMATION
Dear Homeowner,
Prior to purchasing your home, you were informed of the Inwood Homeowners Association and its many fine features. The Board of Directors and the Architectural Control Committee would like to provide you more
information about the Association's rules and regulations, outside services provided by agencies, utilities and phone numbers for your convenience.
Homeowners in Inwood want to make it a better place to live and enhance long term property values. In order to do this, everyone must comply with the Declarations of Covenants, Conditions and Restrictions (DCCR'S) which are provided at time of closing. Because most violations occur as a result of insufficient or misinformation, the following information is also addressed to help clarify the requirements. Purpose:
To provide ready reference information about the Inwood Home Owners Association's rules and regulations, and the services provided by outside agencies and utilities. Also provided are some telephone numbers you may find useful. Sources for answers to any unanswered questions include:
1. Association's Office at 1600 N. E. Loop 410, Suite 202, San Antonio, Texas 78209, telephone 829-7202. Hours of operation are: Mon-Fri 8:00 a.m.- 6:00 p.m.
2. Association's "Mini-Office" adjacent to the Inwood Swim Club, telephone 492-6270. Hours of operation are Tues.& Thurs. 1:00 p.m.- 5:00 p.m. and Sat. 9:00 - 12:00 p.m. The On-Site Personnel is often out f the office to review property, Board of Directors' business, etc. Please call the Mini-Office in advance to let personnel know you are coming.

All of us who live in Inwood want to maintain our subdivision as a first-class community and enhance our long-term property values. To do this, all of us must comply with the DCCR's which were provided to each
homeowner at time of closing. We must also abide by the bylaws of the Association, architectural guidance, and other rules which we, as a community, have established to ensure our individual and collective physical security and life-style standards.
Inwood Homeowners Association (IHOA) is a nonprofit organization. The Association owns and maintains all the common properties and facilities. The common properties and facilities include, but are not limited to, the tennis courts, various buildings, streets, walls, safety lanes, pathways, green belts, sprinkler systems, and other improvements.
Management of the IHOA is vested in the Board of Directors whose members are elected to serve 1-3 years by the homeowners. The powers and duties of the Board of Directors and Officers of the Association are specified in Articles IV and V of the Bylaws of the Association, a copy of which is bound herewith.
Every homeowner is a member of the IHOA, and as such, shares a portion of the responsibility for its support and pays mandatory assessments. For your convenience, assessments are billed in advance quarterly: Jan-Mar, Apr-Jun, Jul-Sep and Oct-Dec. See "Obligations of Owner" (Article VII of the Bylaws) for details.
Administrator of the Association: (top)
The Administrator is a professional homeowners' association manager who is under contract to the IHOA, and whose offices are with those of the IHOA as described above. The Administrator has assigned a part-time employee who is available at the "Mini-Office" at the times and telephone number indicated above.
The Administrator acts under the authority of the Board of Directors. Responsibilities assigned are to represent the Association in providing for the physical maintenance and operation of the common facilities as well as to administer the services of all contractors providing services to the Association. Additional responsibilities include collecting assessments, making disbursements, assisting in establishing budgets, keeping financial records and maintaining all administrative records of the Association. The Administrator, at the direction of the Board of Directors, assists in enforcing the DCCR's, bylaws, architectural control requirements, and other regulations of the IHOA.
The gate house is manned 24 hours a day and access is controlled through use of auto identification decals, visitor passes, and residents access lists. You can reach the gate office at 493-3177.
A roving patrol is provided at various night time hours to patrol the community and watch for any suspicious
activities. Please report any suspicious activities to the gate office and he/she will dispatch the patrol to investigate.
Residents' Vehicle Access to Inwood:
Residents' vehicle entry is through the "Residents' Gate" (far right approach to Inwood entry) which is normally in operation 24 hours per day. Entry by this gate is restricted to those vehicles having an entry decal issued at the "Mini-Office". These decals automatically activate the gate opener. (gate code update form)
Visitor Access to Inwood:(top)
To provide better service to your visitors, employees, maintenance and service people visiting your property, please complete a residents access list form (available at the gate), showing names, and times of access, and turn in to the gate officer.
Frequent adult visitors, including domestic help, who are entering Inwood three or more times per week may be issued entry decals (cost: $5) if they are accompanied to the "Mini-Office" by the sponsoring resident. Specific time intervals for entry (e.g., between 8 am and 4 pm) must be specified by the sponsoring resident who takes full responsibility for each visitor issued an entry decal.
Residents will be notified of visitors, not on the Resident Access List, with a phone call from the entry gate officer. This includes service persons, pizza deliveries, maids, gardeners, etc. If they are on your list, you will not be called. This is a 24 hour procedure.
Visitors will be issued a pass to be hung from rear view mirror stem or placed on the dashboard. If your visitor is not given a tag, report it to the Association office - 829-7202.
Planning a function? When you are planning a function, provide a list of guests to the gate officer. When you send invitations, obtain visitors' passes to mail with your invitation. This should allow for faster service when your guests arrive. As an option, provide a list of persons attending, the date and time, to the gate officer so that the officer will not have to announce each visitor.
Solicitation:
Door to door solicitations by persons is prohibited. Should it occur, report it at once to the guard at the gate house, 493-3177.
Newspaper Delivery:
Delivery of the San Antonio Express News (225-5533) and other newspapers are available.
Trash and Garbage Services:(top)
Texas Disposal Systems is the company that picks up the trash. Garbage and recycles are picked up both on Wednesday's. Trash is the big container plus two bags. Recycle is what will fit into the container box.Call the Association office at 829-7202 to start the service. Trash cans, trash bags, and bagged, bound or boxed yard cuttings shall be placed curb side (1) after dark on the Tuesday nights or (2) on the morning of the day of pickup.
Trash cans, trash bags and bagged, bound and boxed yard cuttings must be stored in a garage or in a screened area so that they are not visible from any street or the adjoining property. Firewood, building materials, paint cans, equipment, etc. must also be stored in the same manner.
Trimming and Cutting of Trees, Grass and Bushes:(top)
On Common Facilities (Areas): The "common facilities", also known as "common areas", of Inwood are defined in the bylaws and include all property owned by the Association such as green belts and land peripheral to the subdivision. Therefore, only the Board of Directors, who exercise cognizance over these areas for the IHOA, have authority to authorize trimming and cutting of trees, grass and bushes in the common areas of Inwood.
On Areas Between Walls and Sidewalks and Streets, and on Areas Adjacent to Inwood Monuments on
Residents' Lots: Trimming, fertilizing, and watering of these areas are the responsibility of the respective
homeowners. Questions regarding maintenance responsibility of these areas should be referred to the Administrator.

Delivery is made Monday through Saturday and deposited in mail boxes located near your home. Boxes are assigned by the Locke Hill Station, located at 12951 Huebner, please call: (1-800-275-8777) they serve Inwood and the zip code is 78248.

Fire Protection:
Fire fighting service is provided by the City of San Antonio. Call 911 for emergency service.
Police:
The San Antonio Police Department provides public law enforcement service to Inwood. That office can be
contacted by calling 694-7600.

Speed Limits and Traffic Signs: (top)
The speed limit on all streets is 25 MPH. All residents and their families are requested and expected to comply with the speed limits and the STOP signs at street corners. Your visitors and employees should be urged to observe our traffic rules.
The streets are privately owned by the Inwood Homeowners Association. This is our community, and we, the IHOA, reserve the right to prohibit access to the subdivision of any vehicles that violate Inwood traffic rules and regulations. Only motorized vehicles, which are licensed and in compliance with the laws of the State of Texas, are allowed to use the streets in Inwood.
Loud Noise Nuisances:
Noise Nuisances, Article III, Section 21-52, of City code applies to radios and parties, as well as machinery and equipment.
Pets:
All household pets (including cats) shall, at all times, except when they are confined within the boundaries of a private single-family residence, be restrained or controlled by a leash, rope or similar restraint, or a basket, cage or other container. Pets are not to be permitted to run loose. Residents are expected to remove droppings by their pets which are deposited on the lawns of other residents, playgrounds, recreational sites, or on the streets of Inwood
City code (Animal Nuisances, Article VI, Section 5-201) provides that it is a misdemeanor to keep "an animal that barks or whines in such a manner, with such intensity, or with such continued duration so as to annoy, distress or disturb the quiet, comfort or repose of persons of normal nervous sensibilities." Codes will be enforced by the City responding to complaints by homeowners.
Conclusion: If we work together, are considerate of others, and look out for each other, we will have
contributed to the best subdivision in San Antonio!
ARCHITECTURAL GUIDANCE (top)
Building & Improvements Approval:
We are in the City of San Antonio and all plans for exterior improvements or changes (including changes in exterior paint colors) to your property must be approved by the Inwood Homeowners Association's Architectural Control Committee (ACC) and in most cases by the City Department of Building Inspections before work can be started. It is the builder/owner's responsibility to submit plans for new construction and any improvement to the ACC and the City for approval. Plans must be approved before construction is to start. "Improvement" is defined as any addition or change to the existing property. Additions and major changes to your home and property improvements such as installation of sidewalks, fences, swimming pools, decks,
spas, gazebos, etc. will require a building permit, plan approval, inspection and Certificate of Occupancy, from the City, and approval by the ACC. The only improvements not covered by the City, but still requiring approval by the Homeowners Association ACC are landscaping, repainting exterior (including trim), basketball goals, playground equipment, and similar equipment.
It is the Homeowner's responsibility to obtain the necessary permits, etc., from the City, after the ACC has first approved the plans to make sure that the proposed improvements comply with the deed restrictions. Please call the Dept. of Building Inspection, Plan Check Section, 299-8248 or 299-8295 to obtain instructions for submitting applications and the requirements.
Please call the Association office for plan submital forms and submit a site drawing, in duplicate, showing lot,existing house and any additions, intended placement on site, list of materials, colors, screening, etc. to the Association office.
It is the Homeowner's responsibility to provide adequate planting and landscaping for their property. Landscaping plans must be submitted to the ACC for approval prior to commencing the work. Plan approval is not required by the City. The deed restrictions require that landscaping be installed within 90 days after occupancy.
The most frequent problems are: (1) the lack of adequate screening of air conditioning equipment or pool filtration equipment that can be seen from the street; (2) the lack of foundation planting across the entire front, and around the front corners; (3) no planting in front of front fences or wing walls; and (4) insufficient or lack of planting in the side yards of corner lots.
Wherever possible, wing walls or fences should be constructed to screen the air conditioning units and pool
equipment. If there is no fencing, the homeowner must provide dense, evergreen planting of initial sufficient size to completely screen the equipment from view from the street at the time of occupancy.
Repainting:
Repainting of exterior of your home, including the trim, requires approval of the ACC and plans must be submitted before work commences. (ACC Form)
Basketball Backboards and Poles: (top)
The adopted standards are clear acrylic or"see through" backboards with black or forest green poles, no less than 30 feet from the front street curb and 20 feet from the side street curb line, and must be installed on a flat surface so that the ball will not roll into the street or on adjacent lots and the children be exposed to street hazards and traffic. Plans showing the goal location and a description of the equipment, must be submitted to and approved by the ACC prior to installation.
Playground equipment, sports equipment, basketball goals (fixed or portable) and similar equipment cannot be stored, placed or installed on any of the Association's common facilities, such as streets, sidewalks, parkways, drainage easements, utility easements, green belts, parking lots and similar areas.
Fence and Wall Installations:
Fences or walls are not required, but if they are to be installed, plans, in duplicate, must be submitted and approved by the ACC and the City, prior to start of construction. Fence and wall design standards and plan submittal procedures are contained in the "Special Guidelines for Fence Contractors and Owners", revised March 1995. Call the Association's office at 829-7202 to obtain copies of the guidelines and plan submittal forms.

Swimming Pool and Spa Installations: (top)
If a pool or a spa is to be installed, a fence must be provided for safety reasons as well as for screening the pool equipment. Plans detailing the pool and equipment location, pool decking, safety fencing, filter back-wash sewer connection, pool deck elevations, finished grade elevations, and surface water drainage, must be approved by the ACC and the City, prior to start of construction. Swimming pool design standards and plan submittal procedures are contained in the "Special Guidelines for Swimming Pool Builders and Owners", dated July 8, 1991.
(a) If a new safety fence is required, submit a fence plan concurrent with the pool plan. Pool plans will NOT BE APPROVED without concurrent new fence plan or fence modification plan approval. Refer to the "Special Guidelines for Fences Contractors and Owners", revised March 1995, for fence design standards and plan submittal procedures.
(b) If a fence was installed prior to pool construction, show details how the existing fence will be modified to comply with safety requirements such as self-closing and self-latching gates, and to prevent outside access to the pool.
(c) It is the Homeowner's responsibility to obtain the necessary permits and inspections, from the City, after the ACC has first approved the plans to make sure that the proposed improvements comply with the deed restrictions. On lots with street light fixtures, it is the Homeowner's responsibility to have the street light operational at all times. Call the Association office if your street light does not have an automatic photocell switch or if the street light requires maintenance.
The deed restrictions and City codes require that house numbers be illuminated and located as near the front entry as possible, so that they are easily seen from across the street at all times. The color and size of the numbers must provide high contrast with the masonry. House numbers must be illuminated so that it can be easily seen at night to aid emergency personnel in locating your address.
Signs:
The DCCR's prohibits all contractor and supplier signs in yards and vacant lots except those approved by the ACC. Tell your contractor or supplier installing any improvement that temporary or permanent signs of any kind are prohibited.
"FOR SALE" or "LEASE" and Security company signs must comply with the standards set by the ACC (Inwood green frame, 18" x 24" insert painted Inwood green with white lettering). The Association office can order these for Realtors and/or Homeowners at a cost of $64.00 each(one sided) or a cost of $82.00 each(double sided) and also a $50.00 deposit for the frame.
Security company signs must comply with the standards set by the ACC (Inwood green base and white lettering).
